Office of Sponsored Programs

The Office of Sponsored Programs (OSP) is a central administrative unit within the Office of the President at Morris Brown College. OSP provides comprehensive pre-award and post-award services for externally funded, project-based initiatives that support the College’s academic mission, student success priorities, and institutional sustainability goals.

OSP is responsible for the oversight of sponsored awards, which are restricted funding agreements received from federal and state agencies, foundations, and other external sponsors. These awards are governed by formal agreements and require defined scopes of work, measurable objectives, allowable cost structures, reporting requirements, and performance deliverables. Sponsored programs are distinct from philanthropic gifts or donations, which are managed by the Office of Institutional Advancement and are not subject to the same regulatory, programmatic, and compliance obligations.

As the authorized institutional office for the submission, acceptance, and administration of sponsored awards, OSP serves as the official liaison between Morris Brown College and external funding agencies. The Office supports the full lifecycle of sponsored projects—from funding opportunity identification, proposal development, and submission, to award negotiation, project implementation, monitoring, reporting, and closeout.

OSP collaborates closely with all stakeholders, including faculty, staff, administrators, and internal and external support units, to ensure that sponsored projects are strategically aligned with institutional priorities and executed in accordance with sponsor expectations. The Office also serves as the primary point of contact to ensure transparency, accountability, and effective stewardship of restricted funds.

The Office of Sponsored Programs provides institutional oversight to ensure compliance with all applicable federal, state, sponsor, and institutional policies and regulations, including the Education Department General Administrative Regulations (EDGAR) and the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR Part 200). Program-specific legislation and sponsor guidelines serve as the governing authority for each sponsored award.

The Office is led by Michelle Rogers, Director of Sponsored Programs and Title III, who oversees institutional compliance, grant administration, and the strategic advancement of all sponsored initiatives at Morris Brown College.

Through this centralized and compliance-driven structure, the Office of Sponsored Programs safeguards the proper management of restricted, project-based funding; strengthens institutional capacity; and advances Morris Brown College’s mission through externally supported programs, innovation, and partnerships.
