Fountain Hall Rehabilitation Restoration Project –Abatement, Site Abatement, Site Clearance & Archival Preservation

Morris Brown College (MBC) invites qualified, licensed, and insured contractors, architectural firms, and preservation specialists to submit proposals for the continued rehabilitation and restoration of Fountain (Stone) Hall, a National Register-listed historic structure on the campus of Morris Brown College in Atlanta, Georgia.

The College seeks firms and subject matter experts with demonstrated experience in the restoration of historic sites and historically significant content, including the preservation of architectural elements, historical artifacts, and cultural materials. Contractors must possess technical proficiency in working with historic masonry, woodwork, interior finishes, environmental abatement, and artifact preservation while ensuring compliance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties.

This solicitation covers three sequential project phases, each requiring distinct subject-matter expertise, separate procurement, and specialized methodologies aligned with historic preservation best practices and National Park Service (NPS) Historic Preservation Fund (HPF) guidelines.

Enhancement of Academic Facilities: Phase I & Phase II Renovations Procurement

Morris Brown College (MBC) invites qualified, licensed, and insured contractors to submit proposals for the design, construction, and modernization of institutional facilities funded under the U.S. Department of Education Title III Part B Strengthening HBCUs Program.

This two-phase initiative will:
• Phase I: Design and construct a state-of-the-art academic classroom and collaborative lab
supporting STEM and hybrid learning into one space.
• Phase II: Expand and modernize the student and Academic Affairs administrative area to enhance
student services, faculty and staff workspaces, and institutional operations.

This initiative aligns with The Resurgence: Reset and Ready 2024–2029 Strategic Plan, emphasizing Academic Prominence and Infrastructure Modernization to enhance learning environments, foster innovation, and ensure long-term institutional sustainability.

Morris Brown College (“the College”) is seeking qualified consulting firms (“Consultant”) to conduct a comprehensive Feasibility Study to evaluate academic program expansion opportunities aligned

  1. Potential academic program expansion opportunities aligned with workforce demand and institutional mission;
  2. Staff sizing and salary structure evaluation to support academic and operational growth;
  3. Market competitiveness & institutional positioning among peer and aspirant

This study will support MBC’s Resurgence: Reset and Ready 2025–2029 Strategic Plan and Title III federal grant objectives for academic and infrastructure expansion. The findings will guide MBC in making data-driven decisions that ensure academic and athletic growth is intentional, sustainable, and impactful.

MBC is projecting enrollment growth to reach approximately 800 students by 2029. As the data shows, enrollment has grown from ~ 250 students in 2022 to ~ 520 in 2025, necessitating strategic planning for the diversification of academic programming offerings.

This project is federally funded; therefore, all deliverables must comply with 2 CFR 200, EDGAR, and all applicable federal procurement regulations.
